ADM arrested in disproportionate property case sent to jail for 14 days

Bhubaneshwar: The Bhubaneswar Special Judge Vigilance Court today sent the Additional District Magistrate (ADM), Sundargarh, Biswajit Mohapatra, who was arrested for amassing disproportionate assets, to 14 days custody.

After Mohapatra’s arrest today, the Vigilance brought him before the Special Court of Vigilance. However, the agency investigating the financial irregularities did not seek the dismissal of ADM, Sundargarh.

The court has set its next hearing in the case for February 27.

Based on the alleged possession of assets disproportionate to Mohapatra’s known sources of income, State Vigilance conducted simultaneous searches at seven locations in Khordha, Sundargarh and Jagatsinghpur districts.

The raids were carried out in the residential house of Mohapatra located at Rudrapur, Balianta, Bhubaneswar; apartment located at Ashiana Apartment, Rasulgarh, Bhubaneswar; house at native village – Redhua, Raghunathpur, district – Jagatsinghpur; His parents’ house in the village- Jadatira, in Dist.- Jagatsingjpur; residential accommodation of a Mohapatra relative located at OCL Campus, Rajgangpur, Sundargarh District; office residence located in the city of Sundargarh; office room located at Collectorate, Sundargarh on 11-12 Feb 2022.

Seven State Vigilance teams conducted the searches based on search warrants issued by the Court of Special Judge, Vigilance, Bhubaneswar.

During house searches so far, the following assets have been discovered: Rs 3.52 lakhs in cash; Gold weighing 470 grams; A two-storey building in Naharkanta, Bhubaneswar is worth around Rs 89 lakhs based on a preliminary valuation. However, the Vigilance technical wing will carry out detailed measurements and evaluation, based on which the value is likely to increase further.

Vigilance also traced an apartment from Mohapatra to Asiana, Rasulgarh. The Vigilance technical wing will carry out detailed measurements and assessments.

A total of 10 plots in Bhubaneswar and Jagatsinghpur have been discovered. “The Vigilance technical wing will carry out detailed measurements and assessment of the plots. Market value may be in crores,” Vigilance said.

Additionally, Mohapatra had recently started a cement business in the name of his wife. A godown with cement stocks in front of his house in Balianta, Bhubaneswar unearthed with financial documents. Finance Wing of Odisha Vigilance conducts cement inventory valuation.

About Rs 2.48 crore was found in term bank deposits, savings accounts, insurance premiums, mutual funds and NPS.

i) Bank Fixed Deposits and Savings Bank Deposits – Rs.1,95,42,877.00

ii) Investment in Mutual Funds – Rs.32,05,505.00

iii) Investment in insurance policies – Rs.10,79,281.00

iv) Investment in SBI bonds – Rs.7,50,000.00

v) Deposits in National Pension Scheme – Rs.2,00,000.00

A large number of suspicious transactions were found in bank accounts. Other than that, agreements with FOXSKY ELECTRONICS INDIA PVT. LTD. for advance payment of Rs 15 lakh and heritage properties and other businesses as well as draft agreements with different businesses have been recovered. The chartered accountant, the banking consultant and the financial wing of Odisha Vigilance examined the documents collected/seized from the home and the various excavation sites in Mohapatra.

The ADM, Sundargarh was found in possession of disproportionate assets, which he could not satisfactorily account for. Case Vigilance Cell PS No.3 dt.13.02.2022 was registered against Mohapatra and his wife U/s 13(2) r/w 13(1)(b)/12 PC Act, 1988 as amended by the Prevention of Corruption (Amendment) Act-2018.

The investigation into the case is ongoing, Vigilance added.
